SIR Phoenix, Inc. was founded in Tennessee in 1991 and maintains a large customer base in the Southeast. SIR Phoenix's original method of SIR, co-developed by Walt Morgan, was third party certified in 1990. The proprietary Leoma® SIR system was third party certified in January 2001.

Walt created the first electronic health insurance claims submission program (certified for use in Tennessee) and pioneered dial-in SIR data collection systems. He and his wife have cats – lots of cats.

Scott Morgan. SIR analyst and programmer. Studied business at Georgia State University, computer science at Skagit Valley College, and physics at Western Washington University.
